It sounds like you have an HP OEM Microsoft WinXP Pro SP2 disc. I would guess copyright dated 2004. This weekend I dusted off my HP OEM Microsoft WinXP Home Prem SP2 disc and installed on my p6787c without a problem. The install showed as activated and displayed an OEM prod id.
This disc came with a HP laptop circa 2004. Since then, I have install it multiple times on a number of different HP/Compaq machines all running that copy at the same time.
Your copy of XP Pro should work without a problem but something is screwing it up. I would look in the OOBEinfo.ini file, the Unattend.txt file and/or the Winnt.sif file on the CD for the product key and make sure one exists.

Hi: When you boot from the Restore Plus CD (the one that is not labeled with the operating system), at some point during the installation does it prompt you as to what operating system you want to install?
It should, and you should be able to drop down on that list and select the operating system you want to install. If XP Pro is an option, select it. The disk will continue to load files, prompt you to install the XP OS CD and eject. Then you insert the XP OS CD and continue with the recovery process.
